When did black people start talking in a fast talking ghetto accent?

A 20 year old black female have the voice of an old woman back in the 1960's or maybe an old woman just speaks how she was used to in her generation.All races people talk different from 50 years ago but I feel this ghetto talking that black girls today do isn't cute.Could hip hop/rap be an influence or reason.If you lived in different decades can you tell me when did you start noticing people talking different.|||Could be something from Hip-Hop or just originated from Jive speak.|||I think you should go down to a black neighborhood and bring this up.|||Oh momma.|||i think in the 80's
