How can the congressional black caucus claim to represent all black people?

Isn't it a bit offensive to African-Americans, that a group of people can claim to represent ALL black people. Do they not realize that blacks have minds of their own?|||The congressional black caucus is a form of segregation. Hopefully most blacks are smart enough to stay away from such things.
